If you are an entry level candidate and don't mind being low balled in the salary department, then you should consider the offer.

What you need right out of school is relevant experience that will mean something to your next manager. The next manager doesn't have to be in the same company you start out with, and in many cases you are better off if you change companies.

Something I would clarify up front is the future salary scale. Typically internal promotions and moves that involve a salary increase are based on your current salary. For example, a promotion would be worth 3-10%, a good review 2-7%, and so on. If that percentage is based on what they admit is a lower than average salary, you get the shaft your entire time at that company. It is very hard to catch up salary wise if you get low balled coming in the front door.
