It certainly should be. Ever been past Solvay where the old chemical plant used to be? Even now it smells like one big unwashed sweaty armpit as you drive along 690. And Onondaga Lake was so polluted when I lived there ten years ago that the oxygenated layer was only about a foot deep.

But scariest of all is the Genesee River as it goes past the University of Rochester. Not really so much because it's gross and polluted, but because the Genesee Brewery proudly claims that Genesee Beer is brewed with the waters of the Genesee River... no wonder it tastes the way it does...
