A windchill of 46 is 160 degrees warmer than the lowest windchill we had at my alma mater while I was attending school there. No, that is not a typo...it was, with windchill, -126F.
So, yeah, I think that 46 degrees well exceeds the minimum temperature for mockery. If it's not even freezing out, then it's not freezing.
