Well hypo - the reason the first recall was so 'easy' was that only 8 million people voted in the last Gubernatorial election. A lot more voted in this one. And the 'recall' standard is a percentage of the voters in the last election.

Note that Gray Davis kept saying that 8 million voters affirmed his right to office. And he lied. He got 3.5 million votes (the largest amount) but it was 8 million voters TOTAL in the election. Plus Cruz and he just totally pandered to anyone who'd give them money (hey can you say Indian Casinos and Oracle?).
